Developing STV Rules for manual counting to give effect to the Weighted Inclusive Gregory Method of transferring surpluses, with candidates’ votes recorded as integer values

چکیده
When the Local Governance (Scotland) Bill [2] was introduced in the Scottish Parliament it included most (but not all) of the STV counting rules used for District Council elections in Northern Ireland [3]. Among those included were the provisions for the transfer of surplus votes by the Gregory Method, applied only to the ‘last parcel’ of ballot papers for a consequential surplus [4]. During the Stage 1 consideration of the Bill by the Local Government and Transport Committee of the Scottish Parliament, several MSPs questioned the use of the Gregory Method and suggested that the ‘last parcel’ provision treated some voters unfairly (eg see [5] at col 380). The Committee also discussed the possibilities of using electronic counting which was attractive because the elections for the Scottish Parliament (by a regional version of the Additional Member System) would be held on the same day. In their Report [6] on the Stage 1 consideration of the Bill, the Committee said, in relation to technical issues surrounding the counting of votes:

A New Method of the Single Transferable Vote and its Axiomatic Justification
We propose a new method of the Single Transferable Vote (STV) and give a unified way to describe classic procedures (Gregory Method, Inclusive Gregory Method and Weighted Inclusive Gregory Method) as an iterative procedure. A modification for quota definition is proposed which improves theoretical properties of the procedures. The method is justified by a new set of axioms. It is shown that thi...

متن کاملMathematical Aspects of Irish Elections
In this paper we will describe the Irish voting system by means of examples from the 2002 general election. We will also discuss the random element of the current counting procedure, the policy of only considering the last received sub-parcel when transferring, and the fact that STV is non-monotonic. Ireland’s electoral system is proportional representation by means of a single transferable vot...
متن کاملExploring Heterogeneity In Irish Voting Data: A Mixture Modelling Approach
Irish elections use a voting system called proportional representation by means of a single transferable vote (PR-STV). Under this system, the voters express their votes by ranking some (or all) of the candidates in order of preference. Which candidates are elected is determined through a series of counts where candidates are eliminated and surpluses are distributed. The electorate in any elect...
